Dear Ms Jones,
Firstly, may I apologise for the delay in responding to your letter dated 17th June, 2014. There have been complexities in preparing this response. Powys teaching Health Board’s mental health expenditure includes significant sums transferred to other health boards for adult mental health services.
Mental health expenditure includes primary care (such as prescribing which is expenditure benefiting those below the age of 18). It also includes expenditure on tertiary services funded by health boards, but commissioned via the Welsh Health Specialised Services Committee.
Expenditure for mental health includes some all age areas such as primary care prescribing, general medical services (QOF and enhanced services), and some aspects of the Mental Health Measure funding – including advocacy. Please note some of the NHS CAMHS information for the earlier dates requested were either incomplete or unavailable.

PtHB notes that other information submitted to the committee by Welsh Government includes outpatients waiting times for non RTT specialties (Child and Adolescent Psychiatry). It should be noted that under AQF patients were seen by members of the multi disciplinary team not just the Consultant Psychiatrist. Anomalies in the non-RTT data are being investigated.
Dedicated Mental Health Advisor, has been in post and available to the Powys Youth Justice Services since the requirement was introduced. The is in additional a full time dedicated Mental Health Nurse for the YJS. There is access to a Tier 3 Forensic CAMHS service in collaboration with Aneurin Bevan University Health Board.
Those who are assessed by Specialist CAMHS as requiring admission to a psychiatric unit for children & young people on account of their clinical needs, are assessed for admission within 2 weeks from the date on which a written or electronic referral is received by the LHB; and, if admission is considered necessary, it occurs within a further 2 weeks.
